The Customer agrees that Utilities' service shall be supplied and used in accordance with the terms and conditions of the City applicable service regulations and paid for pursuant to the City's established rate schedule and paid for the type and class of services at this service location.

The Deposit is to guarantee the payment of any indebtedness from the Customer of the City's Utility and it is expressly understood and agreed that this certificate shall not be or become negotiable, nor subject to transfer or assignment unless permitted by applicable regulations. This is made with the express understanding and agreement that the City's Utilities is hereby given the right and privilege to use said sum money in any way or manner the Utility may desire while the same is on deposit with the Utility. The deposit shall be applied and/or returned in accordance with the guidelines set out in applicable City service regulations.

It is expressly understood and agreed that all rights secured herein to the consumer are personal.
